Cumlative and non cumulative measure

Hi all,

I'm having an issue about the best way to design a table for use in Power BI. It starts as a long skinny file with all the measures stacked on top of each other. However , I don't think this is the best way for Power BI, though happy to be corrected, as you can't sum the individual measures as they are created according to individual rules and requirements.

I pivot the data to turn from the input, fig a, to be fig b.

The issue I'm trying to get to the bottom of now, is that of the measures in the file some of them can be summed up over time whilst some can't. For example measure 1 is ok to sum over time as it only counts people the first time in the first month they appear no matter how times they appear. Measure 12 though counts people in the month meaning that that they can appear in every month and so summing the measure will lead to double counting. The data cannot be re-calculated as the data is provided in aggregate format with the rules already applied and it is not possible to get the raw data.

The question is can I leave all the values in one table or do I have to split it in to two tables and create a calculated measure for those measure that require the month to present and to return nothing unless the month is in the query. I'm hoping there is some magic way it can be done in one table to make things easier rather than having to write a large number of calculations across the files I have as I'd have to do one for each non cumulative measure unless I go back to the long skinny file in two tables, in which case I guess I could do the measure in query section before the pivot.
